JOHANNESBURG – The City of Johannesburg is where it is because of the chaos that comes with coalitions according to Alex van den Heever, of the Wits School of Governance.
He says there have been significant service delivery failures in the city, because positions are not given out in the public interest.
This happens as Al Jamah-ah resists calls for Kabelo Gwamanda to resign as Joburg mayor.
